13C is a car rental marketplace built in Cebu, Philippines. Independent rental businesses list their cars on it; you compare the cars, message the business, request a booking and sign the rental agreement on your phone. 13C is the platform, not the rental company: the business hands over the car and collects payment.

Anywhere in the Philippines a rental business has listed cars. Search by city or province on Find a car. Each business shows its own pickup locations and delivery areas on its store page, and a car marked Delivery available can usually be brought to you for the fee shown.

Pick your dates on the car page, choose self-drive or with a driver where both are offered, and tap Request Booking. You create a free account, the business confirms, and you read and sign the rental agreement in 13C before pickup. Nothing is charged until the business confirms.

No. 13C charges renters nothing. You pay the rental business directly, using the methods it accepts, such as cash, GCash, Maya, bank transfer or card. Some businesses ask for a down payment to hold your dates; that is shown before you request the booking.

For self-drive, a valid driver's license and one government ID, uploaded once to your 13C account and shared only with businesses you book with. Each business sets its own minimum age, security deposit and fuel and mileage terms, shown on the car page and in the store's Policies section.

Every business submits a representative's government ID, a business registration or permit, and a dated photo of one of its cars, and 13C reviews them before the store can take bookings. Reviews from renters appear on the store page once bookings are completed.
